Handling liability coverage for an international rental car?

My friend is the new President of a condo corporation in Toronto, Ontario (Canada). In the summer, one of the owners complained of water leaking into their unit from the apartment above. Contractors came and could not identify a source from the plumbing in the apartment but they did find and repair an issue with one of the window frames in the top unit that might have been allowing some water in. Since the window frames are part of the common elements, the condo paid for those repairs.
